In 2005 and 2006 he voted against gay rights bills. In 2007 he voted against a bill to create domestic partnerships.
Later in 2007 he resigned after it came to light that he liked to cross-dress and have bareback sex with male escorts.
During a Republican retreat, after taking drugs and wearing some female clothing under his suit, he picked up a male escort in a porn store and took him to a hotel room. The young man stole Curtis' wallet after sex and tried to obtain a promised $1,000 for barebacking. Curtis contacted a friend in the Washington State Patrol claiming extortion and hoping to keep the details quiet, but the WSP correctly referred the case to the local police.
